How to get your Texas ID, Social Security card, birth certificate, food stamps, and health coverage across Harris, Fort Bend, Montgomery, Brazoria, and Galveston counties.

Start with the ID

Almost everything else — a job, an apartment, a bank account, benefits — asks for a photo ID first. If you have nothing, the order that works best is: birth certificate → Social Security card → Texas ID. Texas ID cards are free if you are homeless or were released from jail or prison in the last two years.

Choose your county

Statewide steps are the same everywhere; the offices and local help change by county.

Texas ID card or driver license

A state ID is the first domino — you usually need it before you can get a job, housing, benefits, or a bank account. Texas DPS issues both the ID card and the driver license. Appointments fill up fast, so book online before you go.

What to bring

  • Proof of identity — birth certificate or an expired Texas ID or license
  • Social Security number (the card itself, a W-2, or a pay stub showing the full number)
  • Proof of Texas residency — two documents: a lease, utility bill, bank statement, or a letter from a shelter or sober living home on letterhead
  • Proof of citizenship or lawful status

Cost

$16 for a standard Texas ID card (6-year), $33 for a driver license. Texas ID cards are FREE for people who are homeless, and for people released from a Texas jail or prison within the last 2 years — bring your release paperwork or a letter from a shelter and ask for the fee waiver at the counter.

Social Security card

A replacement card is free, and you can often do it entirely online through a my Social Security account without ever standing in line. If you have to go in person, walk-ins are accepted but appointments are much faster.

What to bring

  • Proof of identity — unexpired driver license, state ID, or U.S. passport
  • If you don't have a photo ID: a birth certificate plus a medical, school, or insurance record
  • Form SS-5 (fill it out online first to save time)

Cost

Free. Never pay a third-party website for a Social Security card.

Birth certificate

If you were born in Texas, any county clerk in the state can print you a certified copy — you do not have to go back to the county where you were born. If you were born in another state, order from that state's vital records office.

What to bring

  • A photo ID (if you don't have one, a notarized sworn statement plus two secondary documents)
  • Your full name at birth, date of birth, city, and both parents' full names including mother's maiden name

Cost

$23 for the first certified copy from Texas Vital Statistics; county clerk fees are similar.

SNAP food stamps

SNAP puts money on a Lone Star Card you use like a debit card at grocery stores. Apply online at YourTexasBenefits — it's the fastest route, and you can do it from a phone. If you have almost no income, ask about expedited SNAP: benefits can arrive within 7 days.

What to bring

  • Photo ID and Social Security number
  • Proof of income — recent pay stubs, or a statement that you have no income
  • Proof of where you live (a shelter or sober living letter counts)
  • Rent, utility, and medical expense amounts — these can increase your benefit

Cost

Free to apply. You do NOT need a permanent address, a car, or a job to qualify, and people in recovery housing can often apply as their own household.

Medicaid, CHIP & county health coverage

Texas did not expand Medicaid, so many adults without children don't qualify — but every county in this region runs an indigent care or financial-assistance program that covers clinic visits, medication, and often behavioral health. Apply even if you think you'll be turned down.

  • Photo ID and Social Security number
  • Proof of income and household size
  • Proof of county residency

Cost

Free to apply. County programs are sliding-scale and often $0 for people with no income.
